I had this epiphany in the shower. “Believe” was very much for me like “The Fame” was for kids falling in love with Gaga. Discovering this gay icon and seeing something I could identify with (along with the Spice Girls of course). Then Living Proof came out (The Fame Monster) and I was full on obsessed by then, saw her in concert, bought all the CDs, dolls etc. So my point is, even though she has a back catalog that goes back to the 60’s the 2013 Cher album is very much my ARTPOP and I’ve waited 12 years so everyone can wait a while longer for new Gaga music.
